Bylaws of the Governor's Millennial Advisory Council

Article I: Executive Board

Section I: Purpose

  1. The Executive Board of the Governor's Millennial Advisory Council shall be tasked with overseeing the proper operations of the council and the accomplishment of its mission:

"The Governor's Millennial Advisory Council shall provide recommendations, insight, suggestions, and feedback to the Governor on matters of New Hampshire state policy that directly impacts the attraction, retention, and engagement of young people."

Section II: Composition

  1. Chair;
  2. Vice Chair;
  3. Secretary;
  4. Director of Programs.

Section III: Authority and Responsibilities

  1. The Chair shall:
    1. Serve as the Presiding officer over all official Governor's Millennial Advisory Council Meetings
    2. Serve as official spokesperson for the Council
    3. Submit the individual meeting summaries to the Governor
    4. Submit the Council's annual report to the Governor
    5. Be responsible for facilitating communication between the Governor's Office and the Millennial Council
    6. Preside over the election of Executive Board members
  2. The Vice-Chair shall:
    1. Perform all duties as the Chair may direct within the context of the Governor's Millennial Advisory Council;
    2. Prepare all Governor's Millennial Advisory Council meeting agendas to be sent to the Chair no less than five (5) days before the Friday before a meeting thereof;
    3. Preside over Governor's Millennial Advisory Council meetings in the absence of the Chair;
    4. Be responsible for the proper functioning of any Governor's Millennial Advisory Council subcommittee's or ad-hoc committees
  3. The Secretary shall:
    1. Perform all duties as the Chair may direct within the context of Governor's Millennial Advisory Council business;
    2. Be responsible for taking minutes at all Governor's Millennial Advisory Council meetings or finding a qualified member to execute said task in their place;
    3. Send the minutes of every Governor's Millennial Advisory Council to the Chair no less than seven (7) days following a meeting thereof;
    4. Be responsible for taking attendance at every meeting of the Governor's Millennial Advisory Council;
  4. The Director of Programs shall:
    1. Perform all duties as the Chair may direct within the context of Governor's Millennial Advisory Council business;
    2. Work with the members of the Governor's Millennial Advisory Council to organize, support, and provide resources for events related to the Mission of the Council;

Section IV: Election

  1. All Executive Board members of the Governor's Millennial Advisory Council, except for the Chair, shall be elected by the members of the council and shall serve from the point of election until the meeting following the submittal of the council's annual report to the Governor.

All Executive Board members shall be elected according to the following procedure:

  1. The Chair shall open the nomination period one meeting prior to election and close it the day of the election, after allowing for additional nominations to be made;
  2. A member of the council interest in being elected to the Executive Board can either nominate themselves or be nominated by a fellow member of the council;
    1. All nominations require a second by another council member
  3. All candidates shall be given two (2) minutes to give a short speech;
  4. The election of Executive Board members shall be done by secret ballot;
  5. The election of officers shall be done by the following order:
    1. Vice Chair;
    2. Secretary;
    3. Director of Programming
  6. In order to, be elected one candidate must secure a simple majority of the vote.
    1. In the case that no candidate secures a simple majority the top two candidates shall enter a runoff. Each candidate shall be given an additional two (2) minutes to speak following which another secret ballot election shall be held.

Section V: Vacancies

  1. All vacancies in the Governor's Millennial Advisory Council Executive Board shall be filled no later than three (3) meetings following the creation of the vacancy.
  2. The Executive Board shall have the power to name an interim member until such time a new member can be elected.
