  Gov. Lynch Will Nominate Superior Court Judge Carol Ann Conboy To Serve on New Hampshire Supreme Court
 
   
 

CONCORD - Gov. John Lynch announced today that he will nominate Superior Court Judge Carol Ann Conboy of Bow to serve as an Associate Justice of the New Hampshire Supreme Court at Wednesday’s Governor and Council Meeting. The Executive Council must confirm the nomination.

“As a Superior Court Judge Carol Ann Conboy has distinguished herself through her judicial temperament and in-depth knowledge of the law, more than proving her qualifications,” Gov. Lynch said. “She has a diverse background, and brings to the courtroom a fair and balanced approach and an unwavering commitment to justice.”

“Judge Conboy has displayed a deep commitment to the people of New Hampshire throughout her professional career and it is a pleasure to nominate her to serve as an Associate Justice of the New Hampshire Supreme Court,” Gov. Lynch said.

Gov. Lynch selected Judge Conboy from candidates recommended by the Judicial Selection Commission. If confirmed, Judge Conboy would become only the second woman appointed to the state Supreme Court.

“Judge Conboy enjoys a uniformly outstanding reputation among the bench and bar. She possesses a keen intellect and has exceptional communication and listening skills,” Philip Waystack and Emily Rice, the chairs of the Commission, said in a letter recommending Judge Conboy to Gov. Lynch. “Judge Conboy is hardworking and fair and interacts patiently and courteously with lawyers, litigants, court staff and jurors. She manages her courtroom efficiently and effectively and writes clear and comprehensive decisions.”

Judge Conboy, 61, has served as an Associate Justice of the New Hampshire Superior Court since 1992 and is currently the Supervisory Justice of the Merrimack County Superior Court. She has served as Chair of the New Hampshire Supreme Court Advisory Committee on Judicial Ethics, and Chair of the New Hampshire Superior Court Sentence Review Board. In addition to her judicial duties, Judge Conboy serves as a member of the Franklin Pierce Law Center Board of Trustees.

She began her legal career in 1978 when she served as law clerk to Judge Shane Devine of the Federal District Court in Concord. In 1979, Conboy joined McLane, Graf, Raulerson & Middleton in Manchester, and worked as a trial attorney with a concentration in employment law at the firm until her appointment to the Superior Court. Prior to her admittance to the bar, she was an English teacher at Merrimack Valley High School in Penacook and Southside Junior High School in Manchester.

Judge Conboy also served as a lieutenant in the Air Force, and was honorably discharged in 1971. She is a 1969 Phi Beta Kappa graduate of the University of Connecticut, and received her law degree from Franklin Pierce Law Center in 1978.
