CONCORD - Gov. John Lynch announced today he will nominate Kevin Clougherty, the longtime Finance Director for the City of Manchester, to serve as commissioner of the state Department of Revenue Administration at tomorrow’s Governor and Council meeting. The Executive Council must approve the nomination.
“Kevin Clougherty has more than 30 years of experience in the public sector. His in-depth knowledge of public finance and his leadership skills will be a strong asset for the state of New Hampshire,” Gov. Lynch said.
Clougherty served as Manchester’s Finance Director from 1989 until his retirement in 2006. Upon his retirement from the city, Clougherty became chief financial officer, and later chief executive officer, of the New Hampshire Public Risk Management Exchange (Primex).
Prior to joining Manchester’s Finance Office, Clougherty served the State of New Hampshire in several roles, including Chief Deputy State Treasurer.
Clougherty is currently an adjunct professor at the University of New Hampshire-Manchester’s graduate school of public administration. He has also been involved in the community, acting as a coach in various sports leagues, and serving as a trustee of the Manchester Boys and Girls Club
Clougherty received his bachelor’s degree in political science from Merrimack College in North Andover, Mass., and a master’s of public administration from Goddard College in Plainfield, Vermont.
He and his wife Donna reside in Manchester and have two adult sons.
